Curious how you think the conventional wisdom of "Bias toward Guard-Play" that tends to be a part of summer-league factors into this. Do you think that explains why blocks are more sticky than steals? Because guards are likely to do too much with the ball in summer league, thus creating "easy" steals?
I think that and how SL action is closer to a pickup game where there is little continuity, familiarity, and designed offense going on. That makes handling the ball a little more difficult.
